Timothy Burkhart
President

Tim is a prominent expert in construction management and construction operations administration. He is a proven senior level leader and manager with more than 35 years of experience in the construction industry.

Prior to his ownership transition to Nelson Civil Construction Services, LLC, Tim served in the successive positions of Chief Operating Officer and then President of a multi-state civil construction company. He is a proven relationship builder in the construction profession and has been involved in multiple complex projects that have challenged the status quo in terms of delivery and cost efficiency. Tim has been recognized for significant organizational improvements and his ability to consistently increase productions within tight budget and time parameters. He has provided management and oversight of numerous horizontal construction projects in metro-Denver during the past 16 years. Tim’s oversight of a corporate safety program resulted in an Experience Modification Rate (EMR) rating of 0.68, which was the catalyst to the corporation being awarded second place nationally in the Associated General Contractors’ (AGC) 2015 and 2016 Construction Excellence Safety Awards.

His notable projects include:

Patrick J. Beirne
Chairman

Patrick is a home building veteran with more than 29 years of industry experience all at PulteGroup, Inc. He has a diverse and proven track record of operational excellence, sound strategic planning and an ability to excel in competitive markets and environments that require infrastructure and business development.

As central area president at PulteGroup, Inc., and a member of the its executive team, he helped create the strategy for the firm’s long term vision, oversaw operations in 10 states and consistently grew the operation and balance sheet faster than other Pulte operations, delivering the highest internal rate of return (the firm’s highest priority) and inventory turns. Patrick’s success was facilitated by his career-long belief in building the needed infrastructure to support consistent growth from having the support of sound human resources to selecting the right land in the right location and collecting metrics to evaluate and continue to challenge his teams to achieve operational excellence.

He also served as area president of the central area and regional president of the western United States. As a part of the executive team, he worked on creating the strategy for the firm’s long-term vision and directed half of the U.S. homebuilding operations. Patrick worked with each market to drive key initiatives that focused on profitable growth through segmentation, product quality, customer satisfaction, operational excellence and people development.

Patrick was a key partner in the acquisition and creation of Nelson Pipeline Constructors, LLC, in April 2015 and is currently Chairman of the company. He earned a Bachelor of Science degree from Michigan State University and is a Licensed General Contractor (Florida). Patrick is a member of the Urban Land Institute and was a Director at Volunteers of America, Colorado Branch, Junior Achievement, Rocky Mountain, Inc.


 

Philip Scott
Vice President Business Development

Philip is an established and respected construction veteran who has worked in the industry since 1970. He has more than 37 years of experience working with underground utilities.

He began his career with Nelson Pipeline Constructors, Inc., in 1991 as a Safety Director and Project Manager. Philip progressed in his duties and responsibilities and became Vice President and then President of the firm until its sale in April 2015. He was a vital member of the transition team as the firm evolved from Nelson Pipeline Constructors, Inc., to Nelson Pipeline Constructors, LLC.

Philip has led and managed the company’s strategic direction and has maintained and reinforced Nelson Pipeline’s culture. He has successfully aligned business, financial, service and operations initiatives with the company’s goals by overseeing the management of projects and client relationships and leading work acquisition efforts for the firm.

Chris Laird
Project Safety Manager

Chris manages the daily safety operations of Nelson Pipeline Constructors to ensure each and every employee, client and members of the general public are exposed to safe worksites that comply fully with all applicable regulatory requirements and project-specific requirements set forth by each client.

Chris works closely with the project management team to engineer and execute safe excavation plans for each project that are compliant with OSHA requirements and guidelines. He also conducts on-site monthly safety meetings, develops and maintains the firm’s competent person programs and trains employees to understand and identify all of the safety aspects of each jobsite. Additionally, Chris investigates all accidents and violations in order to prevent additional accidents and assists with the recruiting, hiring and training of new field crew members.

Chris has a proven ability to direct and implement effective safety programs and has extensive technical expertise as an OSHA 500 certified instructor of OSHA Outreach, NUCA, CPR, First Aid, & AED, HAZWOPER 40hr, H2S, SDS, Confined Space, Fall Protection, Fork Lift, Competent Person and Energized Electrical Safety. His training and course work includes MSHA 48, Excavation and Trenching, Hazard Identification, UNCC locates, NCCER, ISNetworld, Fall Protection, LO/TO, DOT & Reasonable Suspicion.


 

 

Jeff Reckard
Senior Estimating Manager

Jeff oversees estimating proposals for the firm and his scope of work encompasses supporting growth strategies including managing the development of all qualifications, proposals and interviews and maximizing the utility and usefulness of the company’s operations effectiveness.

He works closely with the firm’s president, project managers and other leadership for maximum effectiveness. Jeff has spent the majority of his more than 40-year career in the construction industry –specifically in underground utilities. Prior to joining Nelson Pipeline Constructors in 2015, he worked for several large construction companies in the Denver metropolitan area working in the estimating role.

Throughout the years, Jeff has followed his passion for improving his skills in the estimating field. He began his career as a laborer, became a foreman and then worked as an estimator. He has proven to be a successful asset to every company with which he has worked.
